Ranpo would see through it instantly, but he was about as subtle as a sledgehammer and would lead to an incident when he directly accused Merlin of whatever he had going on with him after 10 minutes of file-searching. Dazai was the perfect choice because he could both Perceive and keep his cards to his chest, a talent that Fukuzawa made a point of having Dazai use for the sake of good. Let the guy learn how to be a good person, even with his bad habits.
