history: Fukuzawa's history
abilities: Fukuzawa is a master swordsman and assassin, though in recent years his blade has been carried in the name of defending the weak rather than for killing. His skill with the blade is such that he has gone toe-to-toe with ability-users (basically humans with special powers) with little disadvantage.
Fukuzawa is also an excellent leader, capable of commanding strike teams or even a small detective agency. If a leadership role needs to be filled, Fukuzawa is the one for the job! He might be reluctant to take said position, but he is often the most qualified person in the room to lead because he doesn't want the power that goes along with it.
Finally, Fukuzawa has an ability of his own: All Men Are Equal. This ability has two parts to it. First, his direct subordinates with any kind of ability, power, or magic, will all be made to have about the same level of strength. It helps the too strong be at a more controllable level, and the too weak get stronger too. Basically, it takes everyone's strength and averages it out among the people connected. Those without powers won't be factored into this, but will be included in the second part of his ability.
The second part is that everyone who becomes his subordinate (though a very specific entrance exam) will be linked to Fukuzawa. Through this, he will be able to sense a few bits of information about his subordinates. Namely, their heart rates and general disposition (healthy, sick, stressed, in pain, etc.). Both parts of this ability help him to be a good leader and give his subordinates better control over their own abilities.
personality: Fukuzawa is a man who came of age in the midst of a horrific war. His young adulthood was scarred by violence and death, and the instincts of an assassin- his bloodthirsty nature that has stuck with him since the first time he silenced a man- still live within him to this very day. But in the years since the war ended, Fukuzawa has become a better man. Instead of being driven by others' orders, he is now driven by the desire to make the world just a little bit better.
Fukuzawa is motivated by his ideals and his strong moral code. "Protect the weak and the young", "do not ask of others what you would not do yourself", "never leave one of your own behind", "protect the people at all cost". These are the words he lives by, each and every day, and these are the actions expected of those who work for him. The Agency doesn't offer jobs to just anyone, it's specifically for ability-users who want to do good but are constrained by the rules of the society they live in. Anyone who means ill will meet the sharp end of Fukuzawa's sword instead.
Despite of all the good he does, Fukuzawa doesn't actually like being in the spotlight. Be it from old instincts from his assassin days, or maybe from him being an extreme introvert since childhood, Fukuzawa just doesn't like large crowds. He would prefer a quiet day at the office over a party any day. He doesn't strictly avoid social situations- they're required for his position as the director of the Armed Detective Agency- but he feels on edge and a little too aware of everyone around him when he's in a crowd. Quiet, solitary locations help him feel peaceful.
He works not for money or praise- such things are called 'a light drizzle' by him- but rather for the good of all people within Yokohama. He can appear to be quite stern and difficult to talk to, and he doesn't really say much to begin with. But Fukuzawa is a fantastic leader to the men and women who work for him. He commands respect and obedience not by demanding it, but by showing he's worthy of it. On top of that, he's a great father figure to nearly a dozen teenagers and young adults. His past might be marred by foolish choices made in the name of 'protecting the country', but he's learned from his mistakes and strives to be the best person he can be.
He is also a big fan of cats and keeps cat treats up his sleeves. I had to include this because it's so ridiculous to see him try to feed cats with his serious face.
